01 Scale and principles

Scale that stays accountable.

Our focus is AI, cloud and modern engineering, backed by the scale and delivery discipline of a large firm. That means enough capacity to staff a multidisciplinary programme, with teams that stay from first design to daily operation.

How we work with the public sector
  1. 01

    Built around your systems

We work with the platforms, data and processes you already run, and replace only what needs replacing.

  2. 02

    Designed for maintainability

Tested, documented and handed over, so your own teams can still change it years from now.

  3. 03

    Human oversight where it matters

Consequential steps wait for a person, and every automated action leaves a trail you can review.

02 Services

Seven services. One accountable team.

Useful AI depends on everything around it: software people want to use, data it can trust, integrations that keep working and a platform that keeps it running. We bring all of it under one roof, so the system works as a whole and one team answers for all of it.

Generative AI that holds up in production: grounded in your data, evaluated before release and observable once it runs.

  • Retrieval and knowledge systems that respect permissions and cite sources
  • Evaluation against quality criteria agreed with your teams
  • Monitoring of quality, cost and latency in production

AI Agents & Automation

Agents that act within the permissions you define and ask before consequential steps.

  • Orchestration with bounded tool access
  • Approval steps and hand-off to people
  • A traceable log of every action

Data & Analytics

Governed data that decisions and AI can rely on.

  • Pipelines with quality checks and lineage
  • Access models aligned with GDPR
  • Preparation for retrieval and analytics

Enterprise Software & SaaS

Portals, internal platforms and SaaS products that stay easy to change.

  • Accessible interfaces, designed to WCAG 2.2 AA
  • Modernisation without stopping the business
  • Automated tests and documentation your teams can use

Cloud & Platform Engineering

Cloud foundations where releases are routine and costs are visible.

  • Infrastructure as code and repeatable environments
  • Delivery pipelines with quality gates
  • Observability, recovery planning and cost visibility

Integrations & APIs

Systems that exchange data reliably, including when something fails.

  • API design and event-driven integration
  • Mapping, retries and duplicate handling
  • CRM and ERP connectivity

Architecture & Consulting

Technical direction before large commitments: options, trade-offs and a roadmap you can defend.

  • Architecture reviews of your current estate
  • Option assessments and decision records
  • Roadmaps with delivery guidance

03 Solutions

From friction to working system.

Start with a problem, not a model. Each example follows the same path: the friction your teams face today, the system we would build, the benefit to measure and where people stay in control.

01

Document intelligence

Illustrative workflowDocument intake workflow
Documents are taken in, classified, their fields extracted and checked against your rules.Exceptions go to human review; clean cases go straight to the business system.
Current friction
Teams retype information from forms, letters and attachments into business systems.
Proposed system
A controlled intake flow that classifies documents, extracts the relevant fields and checks them against your rules.
Operational benefit
People spend their time on the exceptions instead of the routine.
Human control
Uncertain cases always go to a person before anything reaches the business system.
See document intelligence
02

Enterprise knowledge

Illustrative workflowPermission-aware knowledge workflow
Document stores, wikis and tickets are indexed together with their permissions; content owners decide what is included.Permission-aware retrieval produces an answer with sources, and feedback improves it. Index and retrieval sit inside an access boundary.
Current friction
Answers exist somewhere in the organisation, but finding them takes hours.
Proposed system
A search and answer assistant that only shows what each person is allowed to see, with sources for every answer.
Operational benefit
Faster, consistent answers that can be verified.
Human control
Every answer links to its source; content owners decide what is indexed.
See enterprise knowledge
03

Service assistance

Illustrative workflowService assistance workflow
An enquiry is analysed for intent and context; the assistant suggests a reply and relevant knowledge. The service employee edits and sends; sensitive cases go to a specialist; the CRM record is updated.
Current friction
Service teams search several tools while the citizen or customer waits.
Proposed system
An assistant that drafts replies and surfaces context; your service staff stay in charge.
Operational benefit
More time for the conversation, less for the search.
Human control
Nothing is sent without a person; sensitive cases escalate automatically.
See service assistance
04

Legacy modernisation

Illustrative workflowStep-by-step modernisation
Requests pass through a stable interface placed in front of the legacy system.Capabilities move one by one to new services; results are compared in parallel and the team signs off before the switch.
Current friction
An ageing system holds critical rules and data, and every change feels risky.
Proposed system
A step-by-step replacement behind stable interfaces, so parts move to modern software without a big bang.
Operational benefit
Lower change risk and a system your teams can keep improving.
Human control
Each step runs in parallel with the old system until your team signs off the switch.

04 Public sector

Built for public accountability.

600+European government projects, delivered and ongoing, for public bodies across the EU.

Government organisations need technology that is accessible, secure, transparent and built to last beyond a single tender. Across these projects we have learned to work within procurement rules, multilingual requirements and strict data protection.

We bring the same rigour to AI: documented decisions, human oversight and design that takes the EU AI Act into account from the start.

06 Engineering depth

A useful AI feature is mostly reliable software.

The model is one component. Around it sit the integrations, permissions, evaluation, approval steps and operations that decide whether it still works on a Monday morning, under real load. That is where AI projects succeed or quietly fail.

An example architecture, layer by layer

Illustrative architecture, not a client system
  1. AI is only as useful as the systems it can read from and write to. We design the integrations before the prompts: mapping, retries, duplicate handling and errors people can see.

  2. The system only retrieves what the person asking is allowed to see. Permissions are enforced in the retrieval layer, never left to the prompt.

  3. Answers and actions are tested against agreed criteria before and after release. Actions with real consequences wait for a person to approve them.

  4. Infrastructure as code, staged environments and monitoring of quality, latency and cost, so the system can be run, audited and improved after go-live.

Read the diagram as text

The diagram shows six layers. From top to bottom: agents and workflows, with a human approval gate before consequential actions; models and evaluation; data and retrieval; the integration layer; and the business systems where records live, such as CRM, ERP, case management and document stores. A cloud platform with observability runs underneath all of them.

Access control runs vertically across every layer: identity, roles and audit apply at each step. A request enters at the top and passes down through every layer to the business systems.

Four annotations: integrations come first (integration layer and business systems); retrieval that respects permissions (data and retrieval, access control); evaluation and approval gates (models and agents); operated, not only deployed (cloud platform and observability).

How we approach architecture

07 Approach

From first conversation to running system.

Four stages, each ending in something you can review and keep. You see progress at every step, and you own what we build.

  1. 1. Understand

We map the business problem, the people involved and the systems already in place, then agree what is worth solving first.

    OutputProblem definition

    • Process and system map
    • Constraints and risks
    • A first use case, agreed
  2. 2. Design

We choose an architecture, agree how success will be measured and plan a first release small enough to ship.

    OutputArchitecture and success measures

    • Architecture and decision records
    • Quality and evaluation criteria
    • Release plan
  3. 3. Build

We deliver in short, tested increments that your people can see, use and challenge.

    OutputTested implementation

    • Working increments
    • Automated tests and evaluation runs
    • Documentation as we go
  4. 4. Operate and improve

We hand over or run the system, monitor it in production and improve it with you.

    OutputHandover and operating plan

    • Runbooks and monitoring
    • Ownership and support model
    • Improvement backlog

What we learn in operation feeds the next round of understanding.

08 Trust and sovereignty

Governed, in Europe, with people in control.

Responsible AI is an engineering discipline, not a policy document. Four layers of control wrap the systems we build, with your data and decisions at the centre.

  • Sovereignty and data residency

We design for EU data residency and agree hosting locations with you before we build, including sovereign options where your requirements call for them.

  • Security and ISO/IEC 27001

Our information security management is ISO/IEC 27001 certified. Our standard delivery includes least-privilege access, threat modelling and secure engineering practices from design onwards.

  • Governance and AI Act readiness

Risk classification, documentation, audit logs and decision records, designed with the EU AI Act and GDPR in mind, so you can show who did what and why.

  • Human oversight

Approval steps, escalation and the ability to override, wherever an automated decision has real consequences for people.

How we handle security and data

09 In your market

FromNine in Europe

Few of our clients work in one country only. A public service launches in several Member States at once, a manufacturer runs sites under different national rules, a group moves its subsidiaries onto one platform. We design for that from the start: one architecture, with national differences handled where they belong rather than in a separate copy per country.

Our teams work in your language: English, Dutch, French, German, Spanish, Italian and other European languages. In Asia, teams work in English, Malay, Chinese and Thai. This website is available in six languages.

Public work is where we learned to build for accountability: 600+ European government projects, delivered and ongoing, for public bodies across the European Union. We know what European administrations expect: interoperability across borders, the once-only principle, accessibility under the European Accessibility Act, and documentation that holds up in procurement and audit.

What this can look like

Illustrative example
  1. One citizen portal, several Member States

A public service must launch in several Member States, each with its own language, identity scheme and accessibility law.

    We would build
A shared multilingual portal with country-specific integrations behind stable interfaces, so adding a country is integration work, not a rebuild.
    People stay in control
Each country team approves content and business rules for its market before release.
    We would measure
Time to add a country, accessibility conformance per release, share of requests completed online.
  2. AI Act documentation built into delivery

An organisation rolls out an AI assistant across departments and must show how it works, what it was tested against and who is accountable.

    We would build
Technical documentation, evaluation records and event logs produced by the delivery pipeline itself and versioned with every release.
    People stay in control
A named owner signs off each release; logged decisions can be reviewed and challenged.
    We would measure
Completeness of documentation per release, time to answer an audit question, evaluation results over time.
  3. Incident reporting across subsidiaries

A group with entities in several Member States must notify significant incidents to different national authorities on NIS2 timelines.

    We would build
One incident workflow that collects the facts once, drafts each notification in the national format and tracks every deadline.
    People stay in control
Security officers review and submit every notification; nothing is filed automatically.
    We would measure
Time from detection to first notification, completeness of reports, deadlines met.
